Is the woman whose bleeding has stopped for eighteen years required to observe the waiting period for widowhood?

Machine translationRead the Arabic original
The first question of Fatwa No. ( 338 )
Q1: His father passed away by being run over last night, and there is no date in his inquiry—except that its arrival at the Presidency was on 16 \ 12 \ 1392 AH—he mentions that he had previously divorced his mother on 15 \ 10 \ 1392 AH with a revocable divorce, and that no prior divorce had occurred, and that her bleeding has stopped for eighteen years, and he asks whether she is required to observe the waiting period for widowhood?
A1: If the matter is as the questioner stated in his question, that his father divorced his mother on 15 \ 10 \ 1392 AH with a revocable divorce, and it was not the third of three divorces, then if there was no compensation and she was, as he stated, one who no longer menstruates, her waiting period is three months. Since her father died by being run over before three months had passed from the divorce, as he stated, she leaves off the waiting period for divorce and resumes the waiting period for widowhood; because her divorce was revocable, as a woman divorced with a revocable divorce is considered in the status of a wife until she exits the waiting period.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
