Q: Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the esteemed Director of the Center for Da'wah and Guidance in Dammam , in his letter number (22/1/103) dated 27/1/1418 AH, accompanied by the inquiry submitted by Abu Muhammad the Pakistani, and referred to the Committee by the General Secretariat of the Council of Senior Scholars
with number (689) dated 4/2/1418 AH. The inquirer asked a question, the text of which is as follows: We have a group in Pakistan that calls itself (the Tawhid Group), and they have specific beliefs. They declare all Muslims to be disbelievers except those who join their group. They do not pray with the congregation or behind an imam from among the Muslims. They do not greet anyone except some of their own. They do not believe in or accept the hadith of the Messenger of Allah except what suits their desires. They describe the books of jurisprudence as being full of shirk, superstitions, and misguidance, and these are the books of the four Imams. They object to the imam taking a wage, because the prophets tended sheep and did not take a wage for their leadership and guidance of people. After a long discussion, they insisted that they are not from the people of the Sunnah and the community, nor from the people of hadith, nor from any of the four schools of jurisprudence. They deny the punishment of the grave and ask about the manner of the punishment of the drowned and the burned. If there is a punishment for them, where is the punishment of the Buddhists ? It does not make sense that a person lives in the grave because the grave is small. How can one be punished if his body is taken to train medical students? They say: If there is a punishment in the grave, it is for the soul only. They speak like the communists in this matter and cite as evidence verse (28) in Surat al-Baqarah, verse number (11) in Surat Ghafir, and verses (49, 50) in Surat
al-Isra. After a discussion that lasted a long period, I brought them the following books: 1 - The book (The Soul) by Ibn al-Qayyim. 2 - (The Terrors of the Graves and the Conditions of Their Inhabitants until the Resurrection). 3 - (Fatwas of the Permanent Committee for Scholarly Research and Ifta) (Creed) Volume 3. 4 - (Fatwas and Letters of Ibn Uthaymeen) (Fatwas on Creed) Volume 2. They denied what is in these books, and said all the hadiths are weak or fabricated, and they denied them most strongly; regarding the hadith of the Messenger of Allah (peace and blessings be upon him):
When a man dies, his deeds come to an end except for three thingsإذا مات ابن آدم انقطع عمله إلا من ثلاث

... etc. They pray, fast, and read the Qur'an, and they narrate to people and interpret it according to their desires. They say: The Qur'an is not a cure for the body, but only a cure for the hearts. Some people follow them out of ignorance. We ask the scholars of virtue to express their opinion on this group, and whether it is permissible for us to maintain family ties with them, or to eat and drink with them, or to sit with them. May Allah reward you with the best reward for us and for all Muslims. A report was written to the Ministry of Islamic Affairs regarding the answer of His Excellency the Minister, attached to which was a report about this group, stating the following: (Reference is made to
your letter number (3/8/167) dated 14/5/1418 AH, regarding providing information available about the group that calls itself (the Tawhid Group). Accordingly, we inform you of the following: - The group inquired about initially called itself the Party of Allah, and its leader is Dr. Masood al-Din al-Uthmani . - He graduated from the Faculty of Medicine in Lucknow, India, in 1934 CE, and obtained the (M.B.B.S) degree from it. - He worked as a doctor in the army and then was retired. He had an interest in religious matters. In the beginning, he belonged to the Islamic Group, then he left it. He read some books of hadith with Shaykh \ Muhammad Yusuf al-Bunuri , one of the senior Hanafi scholars of Deoband at that time. - He was enthusiastic in affirming tawhid al-uluhiyyah and objecting to shirk and its manifestations, and calling for aid to the people of the graves, until he was afflicted with extremism that led him to declare as disbelievers everyone who says that the dead hear, and that the soul returns to the body in the grave, and to deny the hadiths regarding the presentation of the deeds of the Ummah to the Messenger (peace and blessings be upon him). On this basis, he built
his fatwa declaring as a disbeliever the Imam of the people of the Sunnah, Ahmad ibn Hanbal (may Allah have mercy on him), in protest against what the Imam included in his book on Prayer, which states: (And belief in the Pool and intercession, and belief in Munkar and Nakir, and the punishment of the grave, and belief in the Angel of Death who takes the souls and then they return to the bodies in the graves, and they are asked about faith and tawhid). Dr. \ Asim Ibrahim al-Qurayuti , one of the official da'is in Pakistan formerly, and one of the researchers in the Council for Serving the Prophetic Sunnah at the Islamic University in Madinah al-Munawwarah currently, responded to him in a small booklet with a scholarly response. More than one scholar issued a fatwa that he is a misguiding misleader, and it is not permissible to look at his books, nor to pray behind him. Many members of his group, which was called the Party of Allah, isolated him, led by his cousin Dr. \ Kamil al-Din Uthmani . Then he dissolved his group and claimed that we are still in the period similar to the Meccan period of the Messenger (peace and blessings be upon him), and it is not permissible for us to form a group, and we must work to spread tawhid. He passed away about five years ago, and the power of his party was broken to a great extent after his death.

A: After the Committee studied the inquiry, it answered that this group
about which you are responsible, which called itself (the Party of Allah) or (the Tawhid Group), is a deviant group from the Sunnah, and its name does not match its reality. It is extreme in takfir, declaring as disbelievers those for whom takfir is not permissible, and it rejects some of what is established in the Sunnah regarding matters of the unseen in which reason has no place. All of this is misguidance and deviation from the straight path indicated by the Book and the Sunnah, upon which the righteous predecessors of this Ummah proceeded. Therefore, it is obligatory for these people to repent to Allah the Exalted, and to return to the group of Muslims (the people of the Sunnah and the community), for returning to the truth is better than persisting in falsehood. We ask Allah for guidance and rightness for us and for them. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad and his family and his companions.
