The first question of Fatwa number ( 16368 )
Q1: Due to the high cost of marriage and its expenses, some young men have refrained from it and resorted to practicing masturbation by hand. What is the ruling in Islam regarding the practice of this habit, and is he considered an adulterer upon whom the hudud punishment is applied?
Vol. 1: Masturbation, which is self-gratification by hand, is not permissible; because it is taking pleasure in a manner other than what Allah has permitted, namely a wife or a slave one owns, and because of the health harms involved. Allah the Exalted has guided those who are unable to marry to chaste conduct, saying:[An-Nur 24:33], and the Prophet (peace and blessings be upon him) guided young men
who are unable to marry to fasting; because it curbs their desire, and by doing so they do not become adulterers, but rather they have committed a sin, and they must repent of it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

But let them who find not [the means for] marriage abstain [from sexual relations] until Allah enriches them from His bounty.
وَلْيَسْتَعْفِفِ الَّذِينَ لاَ يَجِدُونَ نِكَاحًا حَتَّى يُغْنِيَهُمُ اللَّهُ مِنْ فَضْلِهِwho are unable to marry to fasting; because it curbs their desire, and by doing so they do not become adulterers, but rather they have committed a sin, and they must repent of it.
