Q: Is it permissible for a Muslim woman to uncover her face in the presence of a disbelieving woman, or not? And likewise, is it permissible for her to uncover her face to her husband’s mother if she is a disbelieving woman—may Allah protect us from that?
A: There is no harm in a woman uncovering her face in the presence of a woman, whether she is Muslim or a disbeliever; because she has not been commanded to cover her face except from men who are not among her mahram (relatives one may not marry). Allah the Exalted said:[An-Nur 24:31] , up to His saying, the Exalted:
the verse. So Allah, the Exalted, commanded her to draw her khimar (head covering) over her face and her bosom from men, except for the mahram mentioned in the verse, or those between whom and her there is a forbidden milk kinship, as in the other evidence. And the women referred to in the verse are all women, Muslims and non-Muslims. And Allah knows best. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

أَوْ نِسَائِهِنَّ
