Q2: Is jihad an individual obligation (fard 'ayn) upon us now, given that the rights of Muslims have been violated through foreign invasion or otherwise? What is the ruling regarding those who sit idle and have no means to act, but who would respond and fight in the path of Allah if they were called to do so? They are only held back by the circumstances the Muslim community is suffering from, namely that authority in it belongs to other than Allah, with evidence?
A2: Jihad to exalt the word of Allah, protect the religion of Islam, enable the conveying and spreading of it, and preserve its sanctities is an individual obligation (fard 'ayn) for whoever is able to do it and has the capacity for it. However, it requires the dispatching and organization of armies, out of fear of chaos and the occurrence of consequences that are not to be praised. Therefore, its initiation and entry into it is the affair of the one in authority (wali al-amr) over the Muslims. The scholars should urge him to do so. Once he begins and calls the Muslims to it, it is obligatory for whoever is able to respond to the call, with sincerity directed to Allah, hoping for the victory of truth and the protection of Islam. Whoever lags behind in this, while the call exists and there is no excuse, is sinful. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
