Q: Is the iqamah not prescribed for the voluntary prayers, and is the tashahhud recited in them or not? And is the sunnah of Fajr like the other voluntary prayers?
A: The iqamah is not prescribed for the voluntary prayers; rather, the iqamah is for the five obligatory prayers. As for the tashahhud, it is obligatory in all prayers, whether obligatory or voluntary. The sunnah of Fajr is like the other rawatib, except that it is the most emphasized of them; due to the statement of A'ishah (may Allah be pleased with her):Bulugh al-Maram 2:258 It is agreed upon that it is authentic. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

The Prophet (ﷺ) was more particular about offering the two (optional) Rak'at at dawn than he was about offering any of the other optional prayers.
