A15: It is permissible to distribute zakah to those whose hearts are reconciled by the explicit text of the Noble Qur'an. They are the respected leaders who are obeyed by their people, if it is hoped thereby that
they will embrace Islam, or their faith will be strengthened if they are already Muslims, or their evil will be restrained, or their peers will embrace Islam. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
