Combining prayers in a settled location due to the hardship of work

Fatwa number ( 11762 )
Q: Here with us, when the time for autumn—meaning the time for planting—arrives, the people combine the Maghrib and 'Isha' prayers at the time of Maghrib because of the hardship of farming, until the planting season ends after three or four months. Is this permissible in the Shari'ah or not? If it is not permissible, then what is required of the one who knows this and explained it to the people, but they did not pay attention to his words, and he wants to pray in congregation? What is his obligation: does he pray with the people, then make up the 'Isha' prayer in its time, or does he wait until its time comes and pray it alone? Please inform us; may Allah reward you.
A: It is not permissible to combine the two prayers in a settled location for the purpose
mentioned. And it is required of the one who rebuked them and they did not respond to him not to combine with them, and he must pray the second prayer in its time. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
