Vocalizing the Intention in Prayer

Machine translationRead the Arabic original
The fourth question of Fatwa No. ( 1607 )
Q4: I heard that vocalizing the intention in prayer is not permissible, so what should I say at the beginning of prayer or ablution? :
A4: Vocalizing the intention, whether aloud or silently, in prayer, ablution, or any other act of worship is not permissible; because the Prophet (peace and blessings be upon him) did not prescribe it by his words or his actions; and because the place of the intention is the heart, not the tongue. Begin your prayer, whether obligatory or voluntary, with the word (Allahu Akbar), and begin your ablution with the name of Allah; following the example of the Prophet (peace and blessings be upon him), while intending in your heart the acts of worship you wish to commence, except for Hajj and 'Umrah, for which it is prescribed to vocalize the type of pilgrimage, saying: (O Allah, here I am for Hajj), or (Here I am for 'Umrah). Likewise, for the sacrificial animal of Hajj and the 'Id sacrifice, it is prescribed for the one sacrificing to say after the name of Allah:
O Allah, accept from me, or from so-and-so; because the Prophet (peace and blessings be upon him) used to do that. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
