The excuse of ignorance in insulting and fighting the symbols of the religion

Fatwa number ( 4440 ):
(1) Issue (insulting the religion): Is the one who does it immediately declared a disbeliever? Is there a distinction between the religion as a religion? Does this distinction actually exist? And what about women and children insulting the religion?
(2) Issue (the excuse of ignorance) in mocking the beard, the niqab, the shirt, or the Muslims , and the issue of insulting the religion: Is there an excuse of ignorance in these or not? (3) Issue (the excuse of ignorance) in matters of worshipping graves or worshipping the taghut: Is the one who does it excused by ignorance? Please inform us of the knowledge that Allah has bestowed upon you regarding these issues. Also, the issue (fighting religious activity): Are its employees excused by ignorance or not? (4) Issue (establishing the proof) against a Muslim who slaughters for other than Allah, or calls upon other than Allah, or assists the taghut: Can an ordinary Muslim who has knowledge of these issues establish it? Are there other conditions for establishing the proof?
A: First: Calling to Allah with wisdom, good exhortation, and arguing in the best manner is a requirement prescribed by the Shari'ah. Allah the Exalted said:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is best. Indeed, your Lord is most knowing of who has strayed from His way, and He is most knowing of who is [rightly] guided.ادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ إِنَّ رَبَّكَ هُوَ أَعْلَمُ بِمَنْ ضَلَّ عَنْ سَبِيلِهِ وَهُوَ أَعْلَمُ بِالْمُهْتَدِينَ
[An-Nahl 16:125]
. Second: The one who calls to Allah should be knowledgeable about what he commands and what he forbids. He may have zeal for good, desire, and love to benefit people, but he may have ignorance, so he forbids the lawful and permits the forbidden, thinking that he is on the right path.
Third: Insulting the religion and mocking something from the Qur'an or the Sunnah, or mocking the one who holds fast to them because of what he holds fast to, such as growing the beard or the Muslim woman covering herself, this is disbelief if it comes from a person of legal age. It should be made clear to him that this is disbelief. If he persists after knowing, then he is a disbeliever. Allah the Exalted said:
(65) And if you ask them, they will surely say, "We were only conversing and playing." Say, "Is it Allah and His verses and His Messenger that you were mocking?" (66) Make no excuse; you have disbelieved after your belief. If We pardon one faction of you - We will punish another faction because they were criminals.قُلْ أَبِاللَّهِ وَآيَاتِهِ وَرَسُولِهِ كُنْتُمْ تَسْتَهْزِئُونَ (65) لاَ تَعْتَذِرُوا قَدْ كَفَرْتُمْ بَعْدَ إِيمَانِكُمْ
[At-Tawbah 9:65-66]
. Fourth: Worshipping graves and worshipping the taghut is major shirk (associating partners with Allah). So, the person of legal age from whom this comes is shown the ruling. If he accepts it, otherwise he is a mushrik (one who associates partners with Allah). And if he dies upon his shirk, he is eternally in the Fire, and he is not excused after the ruling has been made clear to him. And so is the one who slaughters for other than Allah. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
