Q1: The issue of ( insulting the religion ): Is the perpetrator immediately declared a disbeliever? Is there a distinction between the religion as a religion, and does this distinction actually exist? And regarding women and children insulting the religion. 2 - The issue of excusing ignorance in mocking the beard, the niqab, the shirt, or Muslims, and the issue of insulting the religion: is there an excuse of ignorance in these or not? 3 - The issue of (the excuse of ignorance) in matters of worshipping graves or worshipping the taghut: is the perpetrator excused by ignorance? Please inform us of the knowledge Allah has bestowed upon you regarding these issues, as well as the issue of (fighting religious activity: are its employees excused by ignorance or not)? 4 - The issue of (establishing the proof upon a Muslim who slaughters for other than Allah
or calls upon other than Allah or assists the taghut: can an ordinary Muslim who has knowledge of these issues establish the proof, and are there other conditions for establishing the proof?

A: 1 - Calling to Allah with wisdom, good exhortation, and arguing in the best manner is a requirement prescribed by the Shari'ah. Allah the Exalted said:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is best. Indeed, your Lord is most knowing of who has strayed from His way, and He is most knowing of who is [rightly] guided.ادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ إِنَّ رَبَّكَ هُوَ أَعْلَمُ بِمَنْ ضَلَّ عَنْ سَبِيلِهِ وَهُوَ أَعْلَمُ بِالْمُهْتَدِينَ
[An-Nahl 16:125]
. 2 - The one who calls to Allah should be knowledgeable about what he commands and what he forbids. He may have zeal for good, desire, and love to benefit people, but he may have ignorance, whereby he forbids the lawful and permits the forbidden, thinking he is on the right path. 3 - Insulting the religion and mocking something of the Qur'an and the Sunnah, and mocking the one who holds fast to them because of what he holds fast to, such as growing the beard and the Muslim woman covering herself; this is disbelief if it comes from a person of legal age. It should be made clear to him that this is disbelief, and if he persists after knowing it, he is a disbeliever. Allah the Exalted said:
(65) And if you ask them, they will surely say, "We were only conversing and playing." Say, "Is it Allah and His verses and His Messenger that you were mocking?" (66) Make no excuse; you have disbelieved after your belief. If We pardon one faction of you - We will punish another faction because they were criminals.قُلْ أَبِاللَّهِ وَآيَاتِهِ وَرَسُولِهِ كُنْتُمْ تَسْتَهْزِئُونَ (65) لاَ تَعْتَذِرُوا قَدْ كَفَرْتُمْ بَعْدَ إِيمَانِكُمْ
[At-Tawbah 9:65-66]

4 - Worshipping graves and worshipping the taghut is shirk (associating partners with Allah). The person of legal age from whom this issues is to be shown the ruling; if he accepts it, otherwise he is a mushrik (one who associates partners with Allah). If he dies upon his shirk, he is eternally in the Fire and is not excused after the ruling has been made clear to him. The same applies to one who slaughters for other than Allah. 5 - Changing evil is to be done by every person according to his capacity; for this reason, the Messenger (peace and blessings be upon him) arranged changing evil in three degrees. He said (peace and blessings be upon him):
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرًا فليغيره بيده فإن لم يستطع فبلسانه فإن لم يستطع فبقلبه وذلك أضعف الإِيمان
Sahih Muslim 49a
. So those who can change it by hand are the rulers and their deputies, the scholars denounce it with their tongues, and those below them denounce it with their hearts, though some of them may be able to change it with their tongues. And Allah the Exalted said:
Allah does not charge a soul except [with that within] its capacityلاَ يُكَلِّفُ اللَّهُ نَفْسًا إِلا وُسْعَهَا
[Al-Baqarah 2:286]
So a servant should not burden himself with what Allah has not burdened him with. And what one should be aware of is that whoever wants to change an evil by any of the degrees must look at the benefits and harms that result from changing the evil and the benefits and harms that result from leaving it. So whatever has a preponderant benefit in changing it or leaving it, that is to be followed, and whatever has a preponderant harm in changing it or leaving it, that is to be followed. And if benefits conflict in changing and leaving, it is permissible to forfeit the lesser to attain
the higher, and if harms conflict in changing and leaving, it is permissible to commit the lesser to avert the greater, and so on. And if benefits and harms are equal, averting harms takes precedence over attaining benefits. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
