Q: The questioner states: that some newspapers are written with "In the name of Allah, the Most Merciful, the Bestower of Mercy," and that they are thrown in the streets, and some people use them for cleaning, so what is the ruling on that?
A: Writing "In the name of Allah, the Most Gracious, the Most Merciful" is prescribed at the beginning of books of knowledge and letters. The Messenger of Allah (peace and blessings be upon him) did so in his correspondence, and his successors and Companions after him continued to do so, and people have followed this practice to this day. Therefore, honoring it and protecting it are obligatory, and insulting it is forbidden, and the sin lies with whoever insults it; because it is a verse from the Book of Allah (Exalted and Majestic is He) and part of a verse from Surat al-Naml, and it is not permissible for anyone to use it for cleaning or to make it a cover or file for necessities,
nor is it permissible to throw it in the garbage or filth. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
