Fatwa number ( 3132 ):
Q: A man led a congregation in prayer and recited Surah (Tabbat) after al-Fatihah in the first rak'ah, then recited Surah (al-Fil) in the second rak'ah. This was in the 'Isha' prayer. What is your opinion? May Allah reward you with the best reward, as I
heard from some of the guides that it is not permissible to recite a surah after a surah that is earlier in the Book?

A: If the matter is as described, there is nothing wrong with it. However, it is better for the surah in the second rak'ah to be after the surah in the first rak'ah according to the order of the mushaf. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
