Man Is Both Free-Will and Predestined

The third question of Fatwa No. ( 4513 ):
Q3: Please explain to me briefly about predestination and free will?
A3: Man is both free-willed and predestined. As for his being free-willed, it is because Allah (Glorified and Exalted is He) gave him intellect, hearing, sight, and will, so he knows thereby good from evil, and benefit from harm, and chooses what suits him. Consequently, obligations are attached to him in terms of
command and prohibition, and he deserves reward for obeying Allah and His Messenger, and punishment for disobeying Allah and His Messenger. As for his being predestined, it is because he does not, in his actions and words, go beyond the decree and will of Allah, as He (Glorified and Exalted is He) said:
No disaster strikes upon the earth or among yourselves except that it is in a register before We bring it into being - indeed that, for Allah, is easy -
(28) For whoever wills among you to take a right course. (29) And you do not will except that Allah wills - Lord of the worlds.
It is He who enables you to travel on land and sea
