The first question of Fatwa No. ( 6495 ):
Q1: What is the ruling on a disbeliever acquiring the nationality of a Muslim state?
A1: It is permissible for a disbeliever to acquire the nationality of a Muslim state, provided that there is no fear of fitnah (trial, discord or temptation) from him and the good is more likely in him. However, he is not permitted to reside in the Arabian Peninsula unless he embraces Islam; because the Prophet (peace and blessings be upon him) advised to expel the mushrikin (those who associate partners with Allah) from the Arabian Peninsula . And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
