The first question of Fatwa No. ( 3571 ):
Q: My name is 'Abd al-Qawi, so what is its ruling in Islam, and is it permissible to say, "I have placed my reliance on Allah, and then on you," or likewise, "I hope for your help, my brother"?
A: It is permissible for a person to say “I rely on Allah, then on you,” for reliance on Allah is entrusting the matter to Him and depending on Him. He (Exalted and Majestic is He) is the One who manages this universe, and reliance on a servant after reliance on Allah (Exalted and Majestic is He) is entrusting the servant with what he is capable of. Allah has a will and the servant has a will, and the servant’s will is subordinate to the will of Allah the Exalted. He the Exalted said:
(28) For whoever wills among you to take a right course. (29) And you do not will except that Allah wills - Lord of the worlds.لِمَنْ شَاءَ مِنْكُمْ أَنْ يَسْتَقِيمَ (28) وَمَا تَشَاءُونَ إِلا أَنْ يَشَاءَ اللَّهُ رَبُّ الْعَالَمِينَ
[At-Takwir 81:28-29]
And He the Exalted said:
(29) Indeed, this is a reminder, so he who wills may take to his Lord a way. (30) And you do not will except that Allah wills. Indeed, Allah is ever Knowing and Wise.إِنَّ هَذِهِ تَذْكِرَةٌ فَمَنْ شَاءَ اتَّخَذَ إِلَى رَبِّهِ سَبِيلا (29) وَمَا تَشَاءُونَ إِلا أَنْ يَشَاءَ اللَّهُ إِنَّ اللَّهَ كَانَ عَلِيمًا حَكِيمًا
[Al-Insan 76:29-30]

And the Prophet (peace and blessings be upon him) guided to the principle of this, for al-Nasa'i narrated it and graded it authentic from Qatilah :
That a Jew came to the Prophet (peace and blessings be upon him) and said: You are polytheists, for you say: “What Allah wills and what you will,” and you say: “By the Ka'bah.” So the Prophet (peace and blessings be upon him) ordered them that when they wished to swear, they should say: “By the Lord of the Ka'bah,” and they should say: “What Allah wills, then what you will”أن يهوديًّا أتى النبي صلى الله عليه وسلم فقال: إنكم تشركون تقولون: ما شاء الله وشئت، وتقولون: والكعبة، فأمرهم النبي صلى الله عليه وسلم إذا أرادوا أن يحلفوا أن يقولوا: ورب الكعبة وأن يقولوا: ما شاء الله ثم شئت
, and it is authentic from him (peace and blessings be upon him) that he said:
Do not say: "What Allah wills and so and so wills," but say: "What Allah wills and afterwards so and so wills.لا تقولوا: ما شاء الله وشاء فلان، ولكن قولوا: ما شاء الله ثم ما شاء فلان

. As for being nicknamed ‘Abd al-Qawi and being named with this name, there is nothing wrong with it; for al-Qawi is among the names of Allah (Mighty and Majestic). And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
