Is it permissible for a menstruating woman, a woman with post-natal bleeding, or a person in a state of major ritual impurity to recite the Qur'an?

The Shaykh : Yes, she may recite, because she is unable to perform ritual purification. As for the person in a state of major ritual impurity, he is able to perform ritual purification; so he is ordered to purify himself. However, if he does not do so, that does not prevent him from reciting the Qur'an, but it reduces his reward.
