The questioner : In the name of Allah, and all praise is due to Allah, and may peace and blessings be upon the Messenger of Allah (peace and blessings be upon him) and his family and his Companions. After that: On behalf of the brothers in the magazine al-Mujahid in Afghanistan, we have come to ask the honorable Shaykh Muhammad Nasir al-Din al-Albani some questions that the brothers requested we ask him, and may Allah reward him with good.
The first question: He says: Is it permissible to deal with the Shi'ah while they remain on their known beliefs, and to include them in the Islamic government? And what are the conditions for this if the answer is affirmative?
The Shaykh : Indeed, all praise is due to Allah; we praise Him, seek His help, and seek His forgiveness. We seek refuge in Allah from the evil of our own selves and from the badness of our deeds. Whom Allah guides, there is no one who can misguide him, and whom He leaves to misguidance, there is no one who can guide him. And I bear witness that there is no deity but Allah, alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger.
It appears to him—and Allah knows best—that if the intention behind cooperating with the Shi'ah is for them to be members of the Islamic government, on the condition that the constitution of this government is based on the Book and the Sunnah and on the methodology of the Salaf al-Salih, and not on the system that the Shi'ah adhere to, then in my belief, it is necessary to take a pledge from them that their cooperation will be in accordance with what is in the book of Dr. Musa al-Musawi titled "The Shi'ah and Correction." In this book, there is much fairness toward the Shi'ah themselves, as it urges them to return to what the Imams of the Ahl al-Bayt (may Allah be pleased with them) adhered to, which was holding fast to the Book and the Sunnah, not following the path that the Shi'ah followed after them, nor the sayings they added that have no basis. If the Shi'ah are willing to cooperate with the people of the Sunnah there under this condition, then I have no objection to cooperating with them. Otherwise, they can be dispensed with for establishing the state of Islam there, if Allah wills.
