The questioner : The questioner says: There are circumstances that opponents spread regarding your position on the Afghan jihad, claiming that you do not permit the Afghan jihad, and then we saw your support through the press of the supporters of the Sunnah. We ask you, may Allah reward you, to clarify and explain, especially for the readers of our magazine, al-Mujahid.

The Shaykh : By the grace of Allah, since the jihad began in Afghanistan, we have stated clearly that this jihad is an individual obligation (fard 'ayn) for every Muslim who is able to go to that jihad. We say "able" because the matter sometimes concerns the person for whom jihad is obligatory, and sometimes concerns the circumstances surrounding this person. If the means are made easy for the young Muslim to go to the jihad in Afghanistan, and all the obstacles that stand between him and going to the jihad in the path of Allah there are removed, then no one has an excuse for staying behind from this jihad. This is because it is an Islamic jihad, even if some matters that contradict what came in the Shari'ah are mixed in with it. However, the jihad in the path of expelling the invading enemy from Islamic lands, from whatever country it is, from whatever country is invaded by the disbelievers, requires all Muslims to mobilize to expel that enemy from the land of Islam. For this reason, we have recorded many, and very many, statements and have discussed this important issue with some scholars. My opinion, as it remains, is that it is obligatory for Muslims to go to those lands and fight in the path of Allah until the word of Allah is the highest. What we hope for on this occasion is that these efforts, hardships, and the blood shed in the path of this jihad should not be in vain. This is by reaping the fruits of that jihad and establishing in their lands the Muslim state that is hoped for, which should be an Islamic state to which every Muslim in any country can take refuge.
