The questioner : The other question, O Shaykh, says: Jihad in the path of Allah has great objectives and goals, so what is the primary objective of jihad, meaning the greatest objective?

The Shaykh : What appears to me from this question is that the greatest objective of jihad in the path of Allah (Mighty and Majestic) is to establish the rule of Allah on earth. There is no doubt that establishing the rule of Allah on earth cannot be achieved except by establishing the Islamic state within the limits of the rulings and evidence of the Shari'ah. This cannot be done except by establishing a Muslim caliph to whom all Muslims submit, and it is obligatory for them all to pledge allegiance to him, as was the case in the early days of Islam, and then those who followed them on that path with guidance from their Lord. So the ultimate goal is to implement the rulings of Allah (Mighty and Majestic) on earth, because by that life becomes upright and the word of Allah (Blessed and Exalted is He) becomes the highest. We do not believe, and reality is the greatest witness, that there is no way to achieve the Islamic society and apply the Islamic rulings except through the path of establishing the Rightly Guided Caliphate.

The Shaykh : No, it is not, of course. We say all the rulings of the Shari'ah, and establishing the hudud on earth is a part of that. And we all know that the Prophet (peace and blessings be upon him), indeed all the prophets, the first thing they called people to was the tawhid (the oneness of Allah) of Allah (Mighty and Majestic) in its known meaning among the people of tawhid, realizing the worship of Allah (Mighty and Majestic) on earth, correct worship that is not mixed with anything of shirk (associating partners with Allah). So this is the first thing the Muslim state must concern itself with, if the matter requires it. And in reality, as we see in many Islamic countries, this is a matter that must be attended to before anything else. Therefore, it was a principle and methodology of the Salafi da'wah (calling others to Islam) spread in the Islamic world today to attend to calling Muslims to tawhid before anything else, because many of them, unfortunately, have ignored this good and blessed call and have fallen into many deviations from correct tawhid, so shirk has mixed with them, and the saying of Allah (Blessed and Exalted is He) has applied to them, or nearly applied:
And most of them believe not in Allah except while they associate others with Him. وَمَا يُؤْمِنُ أَكْثَرُهُمْ بِاللَّهِ إِلَّا وَهُمْ مُشْرِكُونَ
[Yusuf 12:106]
; therefore, it will be among the first things the Muslim state concerns itself with when its rulings are established, if Allah wills, as we hope for most Islamic countries, is attending to calling them to worship Allah (Blessed and Exalted is He) alone, having no partner.
