Advice against raising one's voice in the mosque, especially when another congregation is praying.

Machine translationRead the Arabic original
The Shaykh : All praise is due to Allah; we praise Him, seek His help, and seek His forgiveness. We seek refuge in Allah from the evil of our own souls and from the badness of our deeds. Whomsoever Allah guides, none can misguide, and whomsoever He misguides, none can guide. And I bear witness that there is no deity worthy of worship except Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger.
O you who have believed, fear Allah as He should be feared and do not die except as Muslims [in submission to Him].
[Ali 'Imran 3:102]
.
O mankind, fear your Lord, who created you from one soul and created from it its mate and dispersed from both of them many men and women. And fear Allah, through whom you ask one another, and the wombs. Indeed Allah is ever, over you, an Observer.
[An-Nisa 4:1]
.
(70) O you who have believed, fear Allah and speak words of appropriate justice. (71) He will [then] amend for you your deeds and forgive you your sins. And whoever obeys Allah and His Messenger has certainly attained a great attainment.
[Al-Ahzab 33:70-71]
.
As for what follows:
For the best of speech is the speech of Allah, and the best of guidance is the guidance of Muhammad (peace and blessings be upon him), and the worst of matters are their newly invented ones, and every newly invented matter is a religious innovation, and every religious innovation is misguidance, and every misguidance is in the Fire.
Before beginning to read some hadiths from the book al-Targhib wa al-Tarhib, as is customary, I consider it obligatory upon me to remind you, for the reminder benefits the believers. Perhaps this reminder or this admonition has come from me before, but it seems that we must continue to remind our brothers so that the reminder becomes firmly established in their hearts and souls.
We always and forever condemn others for some of the violations they commit, such as raising their voices in the mosques. We say that the best dhikr is the hidden dhikr, and we cite a little or a lot of texts in this regard. Then, with great regret, we ourselves fall into the same thing that others do, without noticing it or being aware of it.
I entered just now while the prayer was being performed by some of our brothers who it seems had missed the prayer with the congregation in the mosque, so they caught up with the congregation here in this place. I entered and found that on one side the prayer was being performed, and on the other side our brothers who were not praying were talking to one another and raising their voices, not respecting this prayer that was being performed. They were causing disturbance to these praying people, and I was one of them when I stood up to pray the witr here.
Therefore, we must know that this is a form of harm that many do not notice. Raising voices in places where the remembrance of Allah is taking place or where a prayer is being performed is not permissible, even if it is with another act of worship. We have mentioned to you more than once the saying of the Messenger (peace and blessings be upon him)
O people, each of you is conversing with his Lord, so do not raise your voices over one another in recitation, thereby causing harm to the believers.
and in another narration
so that you do not harm the believers فتؤذوا المؤمنين
do not say the Qur'an out loud so that others hear it
Muwatta Malik 3:30
We see in this hadith that the Prophet (peace and blessings be upon him) considers raising the voice in dhikr that disturbs those who are remembering or praying to be a harm to the believers. So what do we say if this harm is not with dhikr but with speech? The least that can be said, or the best that can be said about it, is that it is permissible speech.
Therefore, I hope you will remember this reality and not fall into anything that harms your believing brothers. Then, as a result of this, you should preserve the sanctity of this place. This place is not a coffee shop or a place of play; rather, it is a place of knowledge. It should be respected and honored, and at the very least, voices should not be raised in it. The places where voices are raised are the markets; the places where voices are raised are the markets. As for the gatherings of dhikr and the gatherings of knowledge, it is not befitting for a Muslim, let alone more than one Muslim, to raise their voices and thereby harm the other believers.
This is what I wanted to remind you of, and the reminder benefits the believers. Now I will read to you some hadiths. I do not want to go on too long, because I have in mind to deliver a word to you concerning our current season, which is the season of Hajj.
