Is it permissible for Muslims residing in Kuwait to kill Iraqi soldiers to prevent them from destroying water and electricity sources?

Machine translationRead the Arabic original
The questioner : Well, Shaykh, in the final stage of the liberation of Kuwait, as they say, it is expected that the Iraqi army will destroy Kuwait by destroying and blowing up all the oil wells and destroying the sources of electricity and water inside the country. Is it permissible for the Muslims residing in Kuwait to kill the Iraqi soldiers to prevent the destruction of these assets?

The Shaykh : And are they capable of doing so, or is it like the method of the Jews with the boys throwing stones? This question came to me at the beginning of the fitnah when Iraq occupied Kuwait. A movement arose there to fight the Iraqis, and the movement was composed of Islamists, Salafis and non-Salafis, and perhaps among them were members of other parties that may be like the Ba'ath party in terms of disbelief, whether far or near. In conclusion, it is not permissible, my brother, because these individual battles, as we have experienced in all the Islamic countries where uprisings occurred against the rulers, do not yield the expected result at all. If Allah wills, as we hope, the Kuwaitis return to their country, they should strive to revive it first spiritually and secondly materially. As for occupying yourselves with a battle you are not capable of, this is of the nature of what many Islamists do when they revolt against rulers without having prepared for such a revolt, neither in meaning nor in material. The outcome, as you see in those countries, is a great loss for the Islamic movement.
Other than that?
