What is the ruling on a man who performed Hajj as an individual and did not slaughter?

Machine translationRead the Arabic original
The Shaykh : Is their Hajj valid or not? I do not know the question if it is clear. Does it mean that these people are performing Hajj as an individual? The answer at that time is: In principle, one who performs Hajj as an individual is not required to slaughter, but it is not recommended to perform Hajj as an individual. And if it means that he performed Hajj as a combined pilgrimage, the answer is that the combined pilgrimage is also the weaker position, even though it requires slaughter. The obligatory thing is to perform Hajj as a tamattu' pilgrim, meaning he comes with 'Umrah before the Hajj, then follows it with Hajj on the Day of Tarwiyah, the eighth day. This person is required to slaughter. If he did not slaughter, the answer is that the Hajj is valid, but he is sinful for not carrying out the command of his Lord, as He - Mighty and Majestic - said:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned
[Al-Baqarah 2:196]
. So the Hajj is valid, but he is sinful.
