Many people think this hadith indicates the obligation of reciting al-Fatihah for the follower. Here is a matter of precision related to the science of usul al-fiqh (the principles of jurisprudence):
Do not do so except when it is Fatihat al-Kitab لا تفعلوا إلا بفاتحة الكتاب

Do not do لا تفعلوا
meaning: do not recite anything from the Qur'an. This is a prohibition. Then the exception came:

But when you come out of ihram, then [you may] hunt. وإذا حللتم فاصطادوا
[Al-Ma'idah 5:2]

Similarly, His saying (the Exalted):
when [the adhan] is called for the prayer on the day of Jumu'ah [Friday], then proceed to the remembrance of Allah and leave trade. That is better for you, if you only knew. (10) And when the prayer has been concluded, disperse within the land إذا نودي للصلاة من يوم الجمعة فاسعوا إلى ذكر الله وذروا البيع ذلكم خير لكم إن كنتم تعلمون * فإذا قُضيت الصلاة فانتشروا في الأرض
[Al-Jumu'ah 62:9-10]
to the end of the verse. So His saying:
disperse within the land and seek from the bounty of Allah فانتشروا في الأرض وابتغوا مِن فضل الله
[Al-Jumu'ah 62:10]
does not mean that it is obligatory for you to disperse, but rather it means it is permissible for you to disperse after you were forbidden from dispersing by His saying:
then proceed to the remembrance of Allah and leave trade فاسعوا إلى ذكر الله وذروا البيع
[Al-Jumu'ah 62:9]
. So this exception does not mean the obligation of al-Fatihah, because this exception is from a prohibition. An exception from a prohibition does not mean obligation, but rather it means permissibility.
And what confirms this precise meaning is the wording of the hadith in *Musnad al-Imam Ahmad*:
So do not do so except that one of you recites with the Opening of the Book فلا تفعلوا إلَّا أَن يقرأ أحدكم بفاتحة الكتاب

Do not do anything except with the opening of the Book فلا تفعلوا إلا بفاتحة الكتاب

Except that you do إلا أن تفعلوا
