If there are trustworthy men, is it permissible for them to appoint themselves as preachers?

Machine translationRead the Arabic original
The questioner : I have a question related to the previous question?

The Shaykh : And what is it?

The questioner : Do ... in word and deed, the trustworthy men and the scholars who follow the Salaf, does that make ...?

The Shaykh : I said first: if they are scholars, but if, in the Syrian expression: "in the shallow water", meaning: in the shallows, then it is not befitting for them to force themselves to seek knowledge.

The questioner : ...

The Shaykh : And what do I mean by my words?

The questioner : I will ask you: are these men scholars?

The Shaykh : I repeat to you, my brother, if they are beginners in knowledge, it is not befitting for them to appoint themselves as preachers, and they must complete as much knowledge as they can by acquiring knowledge, and that is by studying knowledge in groups, not by appointing themselves as preachers, because they have not yet qualified for this status and this position, but I am compelled to say a word now:
That if the people of knowledge do not fulfill their duty, those who are not people of knowledge will fulfill this duty, and this is the problem of the present age, and this is a calamity, a trial, and a test from Allah (Mighty and Majestic) for the scholars who fall short and do not fulfill the duty of da'wah, and the responsibility falls upon them, so when the youth find that no one in this field is fulfilling this duty, one who is not qualified to fulfill this duty steps up to do it, and the matter is not just talk, it is not that one who is not qualified fulfills the duty, nor that one who is qualified to fulfill this duty remains silent about fulfilling this duty.
