What is the criterion by which a person is considered a resident or a traveler?

Machine translationRead the Arabic original
The Shaykh : Yes

The questioner : O our Shaykh, when is a person considered a resident or a traveler?

The Shaykh : how

The questioner : When is it said, meaning, that a person is a resident?

The Shaykh : Yes.

The questioner : Or a traveler, the limit of residence.

The Shaykh : A traveler, of course, it is known that if he leaves his town intending to travel, and then he reaches a town and stays in it, he is in one of two states:
Either he intends to reside in this town, in which case he falls under the ruling of a resident.
But if he is hesitant about his residence, as if he says, "I will finish this work and be done with it, and then I will travel," or "I will travel today" or "I will travel tomorrow," and he takes what Allah wills, a month or two months, then he is a traveler as long as he is hesitant about residing. If he is certain and resolves his intention to reside, then he is a resident. And peace be upon you.
