The Shaykh : Praise be to Allah, and blessings and peace be upon the Messenger of Allah. My answer to this question is: Whoever lives in an Islamic environment and does not find around him Muslims who are in need of teaching, guidance, culture, and upbringing, let him devote himself to resistance, as you said in your question, to resisting the communists, the Christians, and the like. And I imagine that Muslims in every place, in every land of Islam, are surrounded by Muslims who are in need of teaching, guidance, culture, and upbringing. Therefore, if the principle in Islam is that the Muslim starts with the closest to him, then the closest in everything that is obligatory upon him, whether in zakah, spending, or teaching, is that one who is like you, students of knowledge, should spread his knowledge among those around him, his family who are closest to him, then those around him from neighbors or friends or the like.
