Islam has established rules and principles for the Muslims to adhere to as much as they are able to do so. First of all, Allah the Exalted said:
There shall be no compulsion in [acceptance of] the religion. The right course has become clear from the wrong. لَا إِكْرَاهَ فِي الدِّينِ قَدْ تَبَيَّنَ الرُّشْدُ مِنَ الْغَيِّ
[Al-Baqarah 2:256]
; therefore, it is not permissible for the Muslims to force an individual, a people, or a nation to accept Islam. This is the text of the Noble Qur'an. However, this does not mean that the Muslims should be negligent in performing the duty of calling to their religion and to Islam. Rather, they must call to Islam,
And who is better in speech than one who invites to Allah and does righteousness and says, "Indeed, I am of the Muslims." وَمَنْ أَحْسَنُ قَوْلًا مِمَّنْ دَعَا إِلَى اللَّهِ وَعَمِلَ صَالِحًا وَقَالَ إِنَّنِي مِنَ الْمُسْلِمِينَ
[Fussilat 41:33]

This hadith clarifies the purpose of the mission of the Messenger (peace be upon him), just as the mission of the noble messengers before him in ancient times, which is to call all people to worship Allah alone, having no partner with Him. As a natural matter, the call to worship Allah alone, having no partner with Him, undoubtedly and without doubt will face resistance from all the religions and peoples who do not adhere to the call of truth, whether Jews, Christians, Buddhists, atheists, Communists, or the like. When that happens, force must be used against those who stand in the way of the call, not against those who refuse to enter Islam with their hearts and of their own free will.

In a third matter; he (peace be upon him) said, as in the hadith of Buraydah in "Sahih Muslim" and others, that the Prophet (peace and blessings be upon him and his family) used to equip an army and appoint an emir over them, and he would advise him. Part of his advice to him was: "When you meet the polytheists, call them to one of three things: either Islam, or the payment of the jizyah (tax on protected non-Muslims) from the hand while they are humbled, or fighting." This is the position of the Muslim state toward all peoples, nations, and governments.
The first thing is that it is the duty of this state to call the people closest to its borders to enter the religion of Allah in groups. If they refuse, the Muslim army must necessarily advance to carry the call from the land of Islam to the land of disbelief, that land whose people refused to enter the religion of Islam in groups. If Allah (Mighty and Majestic) grants the Muslims victory in the land of disbelief, then at that time these people are given the choice between paying the jizyah from the hand while they are humbled, or entering Islam in groups. Whoever enters Islam, the saying of the Prophet (peace be upon him) applies:
He has what we have, and he has what we have. فلَه ما لنا ، وعليه ما علينا
. If they persist in neither Islam nor jizyah, they are fought until their roots are uprooted; because...

The Shaykh : No, they are fought until their roots are uprooted; because it is not permissible for people to remain in the path of the Muslims who oppose Islam and do not submit to its rulings, even if it is only an outward submission. Because when Allah the Exalted said:
There shall be no compulsion in [acceptance of] the religion. The right course has become clear from the wrong. لَا إِكْرَاهَ فِي الدِّينِ قَدْ تَبَيَّنَ الرُّشْدُ مِنَ الْغَيِّ
[Al-Baqarah 2:256]
, it means that this Jew remains a Jew, and this Christian remains a Christian, but he does not stand as a stumbling block in the path of the call ever. And he does not have rights different from what is written in many writings today in the name of Islam. And these dhimmis (protected non-Muslims) do not have the rights of the Muslims after they have agreed to live under the banner of Islam and under the rule of Islam; they do not have the rights that the Muslims have; because the Lord of the Worlds says:
(35) Then will We treat the Muslims like the criminals? (36) What is [the matter] with you? How do you judge? أَفَنَجْعَلُ الْمُسْلِمِينَ كَالْمُجْرِمِينَ * مَا لَكُمْ كَيْفَ تَحْكُمُونَ
[Al-Qalam 68:35-36]
