The questioner: His EminenceThe Shaykh- May Allah preserve you - When a hadith is graded as weak in the critical edition of "Sunan Ibn Majah, al-Tirmidhi, and al-Nasa'i," does it refer to the chain of narration that is present in the Sunan, or is it possible that it is authentic according to another group who did not mention it in Ibn Majah, al-Tirmidhi, or al-Nasa'i?

The Shaykh : The principle, likewise, in such a matter is that if a hadith is in "Sunan Ibn Majah" with a weak chain of narration, but in another book with an authentic chain, or if it has other chains and corroborating narrations that strengthen it, the principle is that we say: it is authentic or it is good, and we do not say it is weak, when looking at the chain of the book in which I am assigning the hadith its appropriate grade. This is the principle. However, I mentioned in some of these introductions that I strive to rescue a hadith in one of the four Sunan from weakness by referring not only to these Sunan, but also to other books, whether they are printed or in manuscript form, unless this reference and this lengthy research is not feasible for me. In that case, I judge the chain of narration that is before me. I mentioned, I believe, in the introduction to "Sahih al-Tirmidhi" that a hadith had passed by in one of the Sunan which I had graded as weak based on the chain of that specific Sunan book. Then, when the time came to authenticate "Sunan al-Tirmidhi," it became clear to me that for that hadith which I had graded as weak due to the specific chain of the book, I had found other chains for it; so I authenticated the text with these chains. Otherwise, the chain is weak, and I pointed this out. This is the answer to this question in the introduction to "Sahih Sunan al-Tirmidhi"; so let this be known to everyone.
Yes.
