The Shaykh : It is not permissible to deal with such cases except as one deals with adults. He does not have an 'awrah (the part of the body that must be covered) in the sense of obligation, but it is not permissible for his or her guardian to expose his or her 'awrah (the part of the body that must be covered) with short clothing. For example, we often see in the mosques many children entering with their fathers, who are around five or six years old, wearing shirts that expose their bodies. Also, girls may enter the mosque wearing short clothes that expose their thighs. My previous first point is observed here: that what is desired is what is desired. However, if the age of seven is reached, it is not permissible except to dress her as if she were a girl of fourteen or fifteen, based on his saying (peace and blessings be upon him):
Command your children to pray when they become seven مُرُوا أبناءكم بالصلاة وهم أبناء سبع

If the guardian is commanded by this ruling to order the child to pray, this means that he must order him regarding all matters related to prayer, including its obligations, conditions, and pillars. If the child is younger than that, one looks at whether there is fitnah (trial, discord or temptation) or not. And based on this, the answer regarding swimming is understood.
