Is it permissible for a Muslim woman to go out for necessary work?

Machine translationRead the Arabic original
The questioner :
The explicit verse
And remain in your homes وقرن في بيوتكن
Is it permissible for a Muslim woman to go out for necessary work

The Shaykh :
No, it is not permissible.

The questioner :
That is, it is established in an authentic hadith from the Messenger of Allah (peace and blessings be upon him) that after the revelation of the verse of the hijab...
That she should go out for very necessary work...

The Shaykh :
Therefore, it seems to me that you have entered a matter within a matter. Are you still in the first matter, or
have you opened another door?

The questioner :
No... the question — "And remain in your houses."

The Shaykh :
"And remain in your houses" has no relation to the previous topic. This means that a woman, even if she goes out in her most complete
attire, it is not permissible for her to make it her habit to leave her home. This is the meaning of "And remain in your houses." If she is
fully covered in all her covering, it is obligatory for her to stay in her home. And this is another matter that has no relation to the first
matter. Therefore, I do not think that you have finished with the first matter. Have you finished with the first matter?
In the first verse that I mentioned earlier, which is the saying of Allah the Exalted:
O Prophet, say to your wives and your daughters and the women of the believers to draw their cloaks close over themselves. يا أيها النبي قل لأزواجك وبناتك ونساء
المؤمنين يدنين عليهن من جلابيبهن
This verse does not indicate the obligation of a woman covering her face, because
the command in this verse is only to draw close. "They should draw close to them of their jilbabs." And what is the meaning of drawing close? Drawing close is
from nearness, which is closeness. "They draw close" means they bring close. And this is my understanding. As it was, the woman in the pre-Islamic age was most like what we see
today in some Iraqi women who still keep the abaya, but what is the benefit of this abaya? She
throws this abaya over the top of her head, then supports it on her shoulders, and then everything from her chest and her neck appears,
and perhaps some of her hair as well. This is how they did in the pre-Islamic age. So this verse was revealed:
their jilbabs over them يدنين عليهن من
جلابيبهن
This is the meaning of drawing close. Now we must define the drawing close that is obligatory and commanded in this verse. What
is the drawing close? The obligation that I believe is that no one goes to the extent of saying that the drawing close commanded in the previous verse is
complete drawing close, such that she covers her face and the eyes. No one says this. So now, with this agreement, we have excluded
something from the face. What is the excluded thing? What is its definition? Some people say she shows one eye, approximately like this.
And some people say she shows both eyes like this. And some people say she shows the face, the nose, and the mouth as well, because it is the place
of breathing. When we saw this disagreement, it became necessary to return to the remover of disagreement and the judge over it, which is the Sunnah,
as Allah the Exalted said:
And We have sent down to you the Reminder that you may make clear to the people what has been sent down to them.وأنزلنا إليك الذكر لتبين للناس ما نزل إليهم
So the explanation of the obligatory drawing close in the verse cannot
be taken from it, because as we mentioned, it is absolute. If it is taken in its absoluteness, it means that the woman cannot walk in
her path. And I want to draw attention to the occasion of my saying that she cannot walk in her path, because the jilbab
is a thick fabric, not transparent. It is not like a handkerchief that has fine holes, so she sees and does not see. Rather, it is something
thick. So if she were commanded to throw this jilbab over her entire face, she would not be able to leave her home
absolutely. And therefore, those who went to the exclusion of one eye or both eyes together, it is necessary that we define
the obligatory command of drawing close by the Sunnah. The Sunnah includes verbal and practical. As for the verbal, his saying (peace and blessings be upon him): "When
a woman reaches the age of menstruation, it is not permissible for anyone to see of her except her face and her hands." So this is a text from his saying (peace and blessings be upon him)
that the woman who has reached the age of accountability, in this state, it is not permissible, in this state, for anyone to see of her more than
the face and the hands. This is an explicit text for the permissibility of uncovering the face and hands of the woman, absolutely permissible, as we mentioned
earlier. Then this hadith was supported by the practical Sunnah, as we indicated earlier, that there are many hadiths in which
the women used to uncover their faces, and some of the Companions would see the cheek of a woman and describe the color of this cheek because
it was uncovered. And another would see a woman and describe her as beautiful and lovely. So all this confirms that the exception mentioned in
the previous verbal hadith was supported by the understanding of the women in the time of the Messenger of Allah (peace and blessings be upon him). And there is no doubt that the matter which
the Messenger approved and did not deny, the approval alone is evidence for permissibility. So how if it is supported by the previous saying: "When a woman
reaches the age of menstruation, it is not permissible for anyone to see of her except her face and her hands." If this is established, then we return to the verse
they draw their cloaks over their bodies يدنين عليهم من جلابيبهن
That is, they cover their entire bodies except the face and the hands, with the exception of the supported hadith
in the Sunnah that occurred in the time of the Prophet (peace and blessings be upon him). With this, the previous verse can be understood. As for taking the drawing close in
its absoluteness, this is what a person says absolutely. So there must be definition, and the definition is by the text first, then by ijtihad.
So the one who said she shows one eye, this is his ijtihad, in which he considered the necessity of seeing her path. And the one
who excluded both eyes also excluded this exception by ijtihad and not by the text.

The questioner :
It is narrated from Ibn Abbas that...

The Shaykh :
It is narrated, but with a chain that is not authentic from him. Yes, Ibn Jarir al-Tabari narrated it with a chain in which there is a break.

The questioner :
The saying of Allah the Exalted:
And if you ask them for anything, ask them from behind a screen. وإذا سألتموهن متاعا فاسئلوهن من وراء حجاب
The verse indicates that the remaining of the face and its covering

The Shaykh :
No, this is in the houses. The woman in the house is in shabby clothes, she is uncovered in her head and her neck.
And upon you be peace and Allah's mercy and blessings.
And in this state, it is obligatory that she not be seen absolutely. Yes, so this is a hijab other than that hijab which
preceded in the verse:
That they should cast their outer garments over their persons يدنين عليهن من جلابيبهن
Sunan Abi Dawud 4101Sahih (Al-Albani)
That hijab which the woman throws over her body, and the hijab
the second is the hijab which is in her house, and she speaks to the stranger about her behind this hijab. So they are two hijabs
and not one hijab.

The questioner :
... Questions and answers.

The Shaykh :
This is permissible if her attire is normal.

The questioner :
