The Shaykh : This is not important regarding the recipient; because the recipient is the one who is held accountable for what concerns him, and he is not held accountable for anything else unless he is able to enjoin good and forbid evil. For example, he could say to them—as I am saying now: “O state, these funds that you allocate for the imams of mosques, the preachers, and so on, do not make them wages. This is not permissible in Islam. Make them salary, compensation, an endowment, or the like.” If he is able to advise them and clarify this to them, he should do so. Otherwise, as He (Glorified and Exalted is He) said:[Al-Ma'idah 5:105], every Muslim is responsible, first of all, for himself, and then for others, as He said: . So you are currently responsible for improving your intention, and this is very easy; it requires no effort or work whatsoever, only the improvement of the intention. And I, for example, used to take this as wages, and then I realized that this is a mistake; it is not permissible to take wages for the call to prayer and obedience. So, changing the intention is like a person who was striving in the cause of Allah, or in other than the cause of Allah for the sake of showing off, and then he realizes that this is not permissible and that it invalidates his work, so he changes his intention and makes his fighting in the cause of Allah. As for the one who provides the money, it does not harm our good intention, after we have made it good, that the giver of the money has a bad intention. But it is obligatory for us to present this to this ruler and to alert him, just as we were alerted, and to say: “Do not make these funds wages, but rather make them compensation, an endowment, or salary, or the like.”
