There is no absolute rule—whether disbelief is always and forever interpreted as apostasy, or always and forever as something less than that—rather,
it depends on the circumstances surrounding the word "disbelief" and what is derived from it, such as "disbeliever" and "disbelievers," and so on. So in every text
in the Qur'an or in the Sunnah where "disbelief" is mentioned, a specific, particular study is required. From that, it is concluded that this
is disbelief of apostasy, while in some other texts, it is said that this is disbelief less than apostasy. So there is no specific rule, just as with open sinfulness. If
open sinfulness is mentioned, it is not necessary that it be like the open sinfulness of Iblis. Likewise, if oppression is mentioned, it is not necessary that it be
like the oppression of Iblis. Rather, sometimes it is one way and sometimes another, according to the circumstances.
