A question regarding defensive jihad; and is an imam a condition for it?

Machine translationRead the Arabic original
The questioner : ... My Shaykh, a group, and they have become strong and fortified, so do you see that they fight the Jews? Or others among those who encroach upon the lands of Islam.

The Shaykh : ... the ability.

The questioner : the ability.

The Shaykh : That it is the predominant belief of the Muslims that they are able to overcome the disbeliever. As for the case where they have not taken the preparations that would make it the predominant belief that they are able to, as is the reality today; in this case, there is no jihad.
The questioner : Yes, I do.
The Shaykh: But the jihad that we are always talking about is the organized jihad, which aims to expand the circle of Islamic jihad on one hand, and to preserve the blood of Muslims on the other hand. Because the defense that we are speaking of and saying is obligatory cannot be achieved with the existence of conflicting Islamic parties with differing methodologies on one hand, and non-Islamic parties on the other hand, as is the case, for example, in the "Liberation Organization," which contains Ba'athists, Communists, and so on. These people are not able to wage jihad. The matter, I mean, has precision and detail in it. People have gotten themselves into trouble merely through unbridled emotions.
The Shaykh: Let us move on, everyone.

The questioner : Good, my Shaykh, please proceed.
The questioner: So the issue of the Caliph, my Shaykh, and the imam whose presence you stipulate, is this for the organized armies that conquer the lands of Muslims? As for the issue of defense, if there is a believing group united as one man, and they have the equipment and supplies, and they have the ability to resist, do you object to this? Rather, do you say that this is obligatory, my Shaykh, that they must defend their lands?

The Shaykh: Yes.

The questioner : May Allah honor you, O Shaykh.
