The Shaykh : We say that jihad is of two types: jihad that is an individual obligation, and you have known its form, and jihad that is a collective obligation, and you have known its form. The first type does not require authority, nor does it require a capability similar to the capability of the disbeliever, who is stronger than us, nor does it require a capability like that of the ruler, from whom we have seen clear disbelief. However, it is necessary to have the capability that Muslims today can achieve, and unfortunately, Muslims are unable to prepare for themselves not only a material, external jihad visible to the eyes of the enemies, preventing them from this preparation, but also to the extent that they are able to carry out the jihad for which the disbeliever does not possess the means to prevent Muslims from preparing for this jihad, namely faith-based jihad. There is no group of Muslims who are united and gathered in understanding the Book and the Sunnah with a correct understanding, and who have also been raised with a correct upbringing, so that all their actions are in light of this Book and Sunnah. Recently, we were discussing this topic, and we say now: if we wanted to wage jihad in a certain country, where would we get the weapons? These are, in truth, a group of unorganized people. The example was seen in the jihad that lasted more than ten years, namely the Afghan jihad. Where did they get their weapons? Did they have the capability to produce weapons locally, or did they import them from the very countries that fight the Islamic call? How can these people wage jihad when they do not have such capability? The very painful truth is that Muslims today are like unorganized children who do not know the magnitude of the responsibility of waging jihad against the disbelievers or the rulers who consider that they are ruling with clear disbelief. They do not know the magnitude of this obligation to prepare for it. They think the issue is a matter of gathering a hundred people, a thousand people, two thousand people, and encouraging them to jihad in the path of Allah, and then they are not able to make a needle to patch a tear in their clothes, let alone make a weapon to fight their enemy with.
