In reality, this question contains three questions; therefore, it is necessary to break it down and then answer each part.
As for the first part of the question, the answer is clear from the Book of Allah. Is it obligatory for every individual Muslim to train in fighting and carrying weapons so that he is prepared for jihad against the enemies of Allah at any time?
The answer from the Noble Qur'an is:
And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ وَمِنْ رِبَاطِ الْخَيْلِ تُرْهِبُونَ بِهِ عَدُوَّ اللَّه وَعَدُوَّكُمْ
[Al-Anfal 8:60]
, and more than that, the Sunnah came not merely to encourage learning, but to warn and threaten against forgetting the weapons one has learned; so he (peace be upon him) said:
Whoever learns archery and then forgets it is not one of us مَن تعلَّم الرمي ثم نَسِيَه فليس منَّا
; therefore, this question is, in reality, something I find strange, and yet I do not find it strange. I find it strange because of the many explicit texts in the Book and the Sunnah that obligate the Muslim to be strong in his body, just as they obligate him to be strong in his creed and in his spirit. However, I do not find this question strange from another perspective, due to people's distance, first, from understanding the Book of Allah and the Sunnah of the Messenger of Allah (peace and blessings be upon him), and second, due to the prevalence of lethargy, cowardice, panic, and fear among the masses of Muslims, the results of which have appeared in their fighting against the most wretched of Allah's servants on earth, namely the Jews. So these numerous groups of Arab peoples were unable to defeat thousands of those Jews, whom they call "vagabonds of the horizon." Therefore, what is more important to me than this question, whose answer you have known from the Book, is to know what the cause is that turned Muslims away from jihad in the path of Allah and from preparing for it. This cause must be known so that the wonder disappears, as it is said: "When the cause is known, the wonder ceases."
It is important for me, on the occasion of answering this part of this question, to remind you of the hadith of the Messenger (may Allah's prayers and peace be upon him), which is his saying:
When you enter into the inah transaction, hold the tails of oxen, are pleased with agriculture, and give up conducting jihad (struggle in the way of Allah). Allah will make disgrace prevail over you, and will not withdraw it until you return to your original religion. إذا تبايَعْتم بالعينة ، وأخذتم أذناب البقر ، ورضيتم بالزرع ، وتركتم الجهاد في سبيل الله ؛ سلَّطَ الله عليكم ذلًّا لا ينزعه عنكم حتى ترجعوا إلى دينكم

. Now, jihad is abandoned and forgotten, and fighting may occur, and you must know this reality; fighting may have occurred and has occurred, but—regrettably—jihad has not occurred for many decades. Because fighting is one thing and jihad is another. Jihad is a matter that Islam is distinguished by, unlike all these religions or conditions or ruling authorities today on earth. There are many, and very many, battles that occur between one state and another, but that is not of jihad in any way. And the Muslims, due to their influence from imitating the disbelievers, whom the Messenger of Allah (peace and blessings be upon him) warned them against imitating, as in his saying (peace and blessings be upon him):
You will follow the wrong ways, of your predecessors so completely and literally that if they should go into the hole of a mastigure, you too will go there. لَتتبعنَّ سَنن مَن قبلكم ؛ شبرًا بشبر ، وذراعًا بذراع ؛ حتى لو دخلوا جحر ضبٍّ لدخلتموه

. They said: O Messenger of Allah, the Jews and the Christians? Meaning those whom we will imitate and follow in their footsteps. He (peace and blessings be upon him) said:
Who are the people? فَمَنِ الناس ؟
; meaning they were in the eyes of people as the Europeans are today in the eyes of Muslims, regrettably, cultured people with civilization and culture.
Therefore, the Jews, and the Jews and Christians at that time, were the role models for other people, just as is the reality today. These Christians and Jews influenced the masses of Muslims in many matters, including the issue of fighting. We fought, but none of those states that participated in the fighting said: "We are fighting in the path of Allah." The fighting that occurred between the Jews and the Muslims was not jihad in the path of Allah. In fact, this term has died from the tongues of writers, except what Allah wills from them; so nothing remains on their tongues but the term "fighting" and the term "defense of the land and the homeland." And the patriotic songs that are taught to children from the time they are young are like the songs of the disbelievers, with no difference between them; they are only about defending the land. So there is no difference between a Russian defending his land, and a German likewise, and a Frenchman, and an Arab Muslim today; they are all defending the land. As for Islam, all of Allah's earth is His land, and all of Allah's countries are His homeland. So he only defends the religion, as came in
Whoever fought so that the Word of Allah is supreme, then he is in Allah's cause. مَن قاتل لتكون كلمة الله هي العليا فهو في سبيل الله

This hadith informs us (peace and blessings be upon him) that the Muslims will be humiliated because of their turning away from their religion. I do not want to delve into explaining this hadith and what it indicates of very important matters that Muslims must be alert and awake to. Rather, I want to say that the Messenger (peace be upon him) mentioned that if the Muslims compete for the worldly life, that will lead them to abandoning jihad in the path of Allah. If they abandon jihad in the path of Allah, Allah will humiliate them. If they want Allah to honor them, it is obligatory for them to return to their religion. Here, we explain a lot and a lot on such occasions, but time does not allow it. So I say briefly:
until you return to your original religion حتى ترجعوا إلى دينكم

, meaning: Islam in the correct concept, and in the expression we have followed in the way of teaching people by the shortest path, the Salafi concept of Islam. Because Islam has become many, many, and very, very numerous concepts, and all these concepts fall within the circle of Islam despite the contradictions between them. So it is obligatory for the sincere Islamic scholars and callers to bring this correct Islam to the understanding of the Muslims, and to raise and educate them on this correct concept and act upon it. That is the cure for this humiliation that has settled upon the masses of Muslims in the present time.
Likewise, the other hadith that draws our attention to this painful reality is the saying of the Messenger (peace and blessings be upon him):
The people will soon summon one another to attack you as people when eating invite others to share their dish ستداعى عليكم الأمم كما تداعى الأكلة إلى قصعتها

. They said: Are we few at that time, O Messenger of Allah? He said:
No, you will be numerous at that time: but you will be scum and rubbish like that carried down by a torrent, and Allah will take fear of you from the breasts of your enemy and last enervation into your hearts. بل أنتم يومئذٍ كثير ، ولكنَّكم غثاء كغثاء السيل ، وَلَينزعَنَّ الله الرهبة من صدور عدوكم ، وَلَيقذفَنَّ في قلوبكم الوَهَن

. They said: What is the weakness, O Messenger of Allah? He said:
Love of the world and dislike of death حبُّ الدنيا وكراهية الموت

. This is the disease of the Muslims: love of the worldly life and hatred of death. So there is no difference between them in this respect and the other disbelievers. But there is a difference—regrettably—that is not in the interest of the Muslims: that those disbelievers who love the worldly life and compete for it like the Muslims, or more so, are superior to the Muslims because they have some respectable order and some education for the benefit of serving the people and the homeland. And this is what the Muslims have lost because of their distance from their religion.
And Allah was pleased with 'Umar ibn al-Khattab when he said: "We are a people whom Allah has honored with Islam, so whenever we seek honor through anything other than it, we will be humiliated." This reality is a very important warning for Muslim Arabs who imagine that they can defeat their enemies merely by the strength of material weaponry. In reality, this is the opposite of the Shari'ah truth. Our Lord (Mighty and Majestic) says explicitly in the Noble Qur'an in many verses, all of which converge with the like of His saying (the Exalted):
if you support Allah, He will support you إِنْ تَنْصُرُوا اللَّهَ يَنْصُرْكُمْ
[Muhammad 47:7]
. We all know that the victory of the Muslims for their Lord is not through material preparation, and in other words, it is not merely by applying the previous verse:
And prepare against them whatever you are able of power وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ
[Al-Anfal 8:60]
to the end of the verse. This alone is not the victory of the Muslims for their Lord; rather, it is their action in accordance with their Islam. If they become stronger than the strongest state on earth, I affirm that Allah (Mighty and Majestic) will not help them at all. And if they were the weakest people on earth in strength and weaponry, but on the contrary, they were true believers in Allah and His Messenger and acted in accordance with the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him), their Lord would help them just as He helped their fathers and grandfathers before them. History repeats itself; therefore, I say: if jihad is obligatory by texts from the Book and the Sunnah, then engaging in it and preparing for this obligation—which no one falls short in except one who is not a Muslim—must not cause us to forget the primary or fundamental preparation upon which this secondary preparation is based, which is realizing the previous verse:
And prepare against them whatever you are able of power وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ
[Al-Anfal 8:60]
to the end of the verse.
This answer pertains to the first question, or the first part of this question.
The second paragraph: He said: Does a Muslim commit a sin if he stays away his whole life from strengthening his body and learning combat, despite his ability to do so?
There is wisdom in the question, and it contains a condition. The answer, naturally, will be: Yes, he commits a sin; because he has fallen short in applying the previous verse. Especially since the Messenger (peace and blessings be upon him) said:
The strong believer is better and more beloved to Allah than the weak believer, and there is good in both المؤمن القوي خيرٌ وأحبُّ وأفضل عند الله من المؤمن الضعيف ، وفي كلٍّ خير

So even if he is weak in his body in his strength in his preparation to carry weapons, in any case, there is still good in him; because he is a believer in Allah and His Messenger, unlike the disbelievers, all of them, no matter how strong they are, there is no good in them at all; because they are mushrikin (associating partners with Allah). And He (the Exalted) said:
And We will regard what they have done of deeds and make them as dust dispersed. وَقَدِمْنَا إِلَى مَا عَمِلُوا مِنْ عَمَلٍ فَجَعَلْنَاهُ هَبَاءً مَنْثُورًا
[Al-Furqan 25:23]

As for the last part of this question, which is his saying: Is it established that any of the Companions was not skilled in carrying weapons and fighting?
There is a bit of strangeness in this question; because the known question is about positive matters, about realistic matters. As for the question: Is it established that someone was not skilled? This is as if it were said: Is it established that any of the Companions did not know a surah—for example:
Say, "He is Allah, [who is] One, قُلْ هُوَ اللَّهُ أَحَدٌ
[Al-Ikhlas 112:1]
or the like? So we say: Preparation for jihad in the path of Allah is an obligation, and jihad, as we said in many lessons, is of two types: individual obligation (fard 'ayn) and collective obligation (fard kifayah). The Companions lived in the first type of jihad; because they were the ones who established this Islam, laid its foundations, and set up its state. Therefore, they were constantly in individual obligation jihad, fighting those around them who were aggressing against them. Then, when Allah expanded their realm, they began the second stage of jihad, which is collective obligation jihad, which means carrying the call to other lands where Islam had not entered.
