Regarding supporting Muslims abroad,Some say: there are certain categories who have religious innovations, and funds are not to be given to them. What is the criterion?
Muslims abroad, without doubt, many of them—and not all—have religious innovations,And the innovation: some of which a person is excused for,And among them: some that reach the level of open sinfulness, and some that reach the level of disbelief.

So the people of the innovation that entails disbelief: It is not permissible to assist them in any case, even if they call themselves Muslims; because calling them Muslims while they persist in and insist upon innovations that entail disbelief after clarification makes them akin to the hypocrites who said:
We testify that you are the Messenger of Allahنَشْهَدُ إِنَّكَ لَرَسُولُ اللَّهِ
[Al-Munafiqun: 1] ,So Allah the Exalted said:
And Allah knows that you are His Messenger, and Allah testifies that the hypocrites are liars.وَاللَّهُ يَعْلَمُ إِنَّكَ لَرَسُولُهُ وَاللَّهُ يَشْهَدُ إِنَّ الْمُنَافِقِينَ لَكَاذِبُونَ
[Al-Munafiqun: 1] .
As for innovations that entail open sinfulness, or for which a person is excused by a permissible figurative interpretation: their innovation does not prevent assisting them. They are to be assisted against their disbeliever enemies, because they are undoubtedly better than these disbelievers.
