Yes. The evidence is that 'Urwah ibn al-Muthayris (may Allah be pleased with him) met the Prophet (peace and blessings be upon him) on the morning of the Day of 'Id and told him that he had not left a single mountain without standing at it. The Prophet (peace and blessings be upon him and his family) said to him: (Whoever witnesses our prayer with us and stands with us until we depart, and has stood at 'Arafah, whether by night or by day, has completed his Hajj and fulfilled his obligations) The stopping in Mina before 'Arafah is not mentioned. Therefore, stopping in Mina before 'Arafah is a recommended practice (sunnah). If it is easy for a person to do so, that is what is sought. If it is not easy, there is no blame on him for going directly to 'Arafah.
