Who is entitled to lead the prayer

Machine translationRead the Arabic original
Is it better to pray behind an imam who is a reciter but has some degree of foolishness or a little foolishness, or behind an imam who is not proficient but is more God-fearing and more scrupulous?
The more God-fearing and more scrupulous one is better, especially if the other neglects something related to the prayer,For example: such as not being at ease in it, or moving excessively in it, or something similar. In that case, the other one is more deserving than the one who is more God-fearing and more proficient in prayer. However, if it is a matter not related to the prayer, the closer view is also to prioritize the more God-fearing one.And the reason for this is: The Prophet (peace and blessings be upon him) said: “The one who leads the people is the one who is most proficient in reciting the Book of Allah”. And the Companions, when they recited the Qur'an, did not go beyond ten verses until they knew them and acted upon them. So the most proficient reciter in their time was generally the most God-fearing.
