Raising the hands in the qunut is authentically established from 'Umar (may Allah be pleased with him) in the witr prayer. Likewise, in the narration of the Prophet's (peace and blessings be upon him) qunut in the obligatory prayers, it is reported that he raised his hands. Therefore, raising the hands is a recommended practice (sunnah). If someone leaves it off out of ignorance, he should be taught. If someone leaves it off based on his own independent legal reasoning (ijtihad), he should not be censured.
