Read the saying of Allah the Exalted in Surat al-Mumtahanah:
Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward themلا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُمْ مِنْ دِيَارِكُمْ أَنْ تَبَرُّوهُمْ
[Al-Mumtahanah 60:8]
And this is kindness
and act with equity toward themوَتُقْسِطُوا إِلَيْهِمْ
[Al-Mumtahanah: 8] And this is justice.

So charity is permissible to a disbeliever on the condition: Provided that he is not one of those who fight us in our religion or expel us from our homes. However, if his people fight us in religion or expel us from our homes, we do not give charity to him. This is because if we give charity to him and provide a meal, and the meal costs ten riyals, he will save this amount for his state and the disbelievers will use it against the Muslims. So, if he is from a people who do not fight us in the religion of Allah and do not expel us from our homes, there is nothing wrong with giving charity to him.
Or if he is one whose Islam is expected;Meaning: Some disbelievers who come to these lands have their hearts softened and their Islam is expected, and wealth is a means of fostering affection,He said in the hadith: (Give gifts to one another, you will love one another) And just as Allah made those whose hearts are to be reconciled a category of zakah; because this brings them closer. And indeed, this has happened. Some disbelievers embraced Islam when they saw the gentleness of treatment from some of their guardians, and that they were given gifts and charity, so they embraced Islam. So, if his Islam is expected through a gift or by giving him charity, there is nothing wrong with it.
