What if the relatives are not Muslims?

Answer:
Even if they are not Muslims, the Prophet (peace and blessings be upon him) said to Asma' when her mother came to ask for financial support while she was a disbeliever:

And 'Umar used to maintain ties with his relatives in Makkah after the Treaty of Hudaybiyyah while he was in al-Madinah. And Allah (Exalted and Majestic is He) says in His Noble Book:
Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward themلَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُمْ مِنْ دِيَارِكُمْ أَنْ تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْ..
[Al-Mumtahanah: 8].
So if there is no war between us and them, there is nothing wrong with maintaining ties with them; because in that there is reconciliation and calling to good. If you maintain ties with them and do them good with money or by writing to them, you call them to Allah; so in that there is reconciliation and calling to good.
