Exegesis of the saying of Allah the Exalted: (And when the Qur'an is recited to them, they do not prostrate)]

Allah the Exalted said:
And when the Qur'an is recited to them, they do not prostrate [to Allah]?وَإِذَا قُرِئَ عَلَيْهِمُ الْقُرْآنُ لا يَسْجُدُونَ
[Al-Inshiqaq: 21] Meaning: They do not submit to Allah Mighty and Majestic. So prostration here means submission to Allah, even if you do not prostrate on the ground; but your heart prostrates to Allah in humility and submission when you hear His verses. And test yourself, my brother, when the Qur'an is recited to you, does your heart prostrate, soften, and humble itself? If that is the case, then you are among the believers who, when the verses of their Lord are recited to them, it increases them in faith. And if your heart is not like that, then there is a resemblance in you to the polytheists who, when the Qur'an is recited to them, do not prostrate.

And among the signs of submission to Allah Mighty and Majestic when the Qur'an is recited is: that when a person reads a verse containing a prostration, he prostrates to Allah in humility and submission. Some scholars have cited this verse as evidence for the obligation of prostration -Meaning: prostration of recitation -And they said: If a person passes by a prostration verse and does not prostrate, he is sinful. The correct view is that it is not obligatory, although this opinion -I mean: the opinion of obligation - is the school of Abu Hanifah and the choice of Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him), but this is the weaker position.
This is because it is established in the authentic narrations that the Commander of the Faithful, 'Umar ibn al-Khattab (may Allah be pleased with him), once addressed the people and recited Surat al-Nahl. When he reached the prostration verse, he descended from the pulpit and prostrated. Then he recited it in the second Friday prayer and passed by it without prostrating,He said (may Allah be pleased with him): [Indeed, Allah has not made prostration obligatory upon us except that we may do so if we wish] And that was in the presence of the Companions, and no one objected to him. His Sunnah (may Allah be pleased with him) is among the Sunnahs that we are commanded to follow. Accordingly, the stronger position is that prostration of recitation is not obligatory, but it is a confirmed recommended practice.
So if you pass by a verse, prostrate whenever you are, in the morning, or in the evening, or at night, or during the day. Say Allahu Akbar when you prostrate, and when you rise, do not say Allahu Akbar and do not say the closing salam. This is if you prostrate outside of prayer. But if you prostrate during prayer, you must say Allahu Akbar when you prostrate, and you must say Allahu Akbar when you stand up; because since it is within the prayer, it has the ruling of the prostration of prayer.

Allah the Exalted said:
(22) But those who have disbelieved deny, (23) And Allah is most knowing of what they keep within themselves.بَلِ الَّذِينَ كَفَرُوا يُكَذِّبُونَ * وَاللَّهُ أَعْلَمُ بِمَا يُوعُونَ
[Al-Inshiqaq: 22-23] And we will stop here; because the remaining time we will allocate for questions and the rest of the surah, which we will leave for the next session, if Allah wills.
