Ruling on shaving the hair in Hajj

The majority of scholars applied analogy to the remaining hair during the days of Hajj, comparing it to shaving the hair of the head, ruling that it is not to be plucked or shaved. Can it not be argued that the remaining hair is included in the prohibition against shaving it, based on the saying of Allah, the Exalted:
Then let them end their untidiness and fulfill their vowsثُمَّ لِيَقْضُوا تَفَثَهُمْ وَلْيُوفُوا نُذُورَهُمْ
[Surat al-Hajj: 29] , especially since Ibn 'Abbas mentioned in his interpretation of this verse that the intended meaning is: shaving the hair, clipping the nails, and the like? And this is a permission after a prohibition!
It is not to be cited as evidence, nor does it indicate a prohibition. Rather, it indicates that a person is required to clean himself after completing his Hajj, just as if we were to say, for example, that on Friday one is required to clean himself by trimming his nails or the like; that does not mean it is prohibited for the rest of the week. So there is no evidence in it.
However, there is no doubt that telling people to leave these things is a matter of precaution, and accustoming them to revering the rituals is undoubtedly better.
