Question:
A listener from Yemen (F. A. J.) says: I ask your Eminence about the ruling on a woman who shaves her head to imitate men. Is this permissible, or not?

Answer:
It is not permissible for a woman to shave her head; rather, she must keep her hair, because it is beauty for her, adornment for her, and a distinction between her and men. Therefore, she is not allowed to shave it, even during Hajj. She only shortens it during Hajj, and likewise during 'Umrah, based on the saying of the Prophet (peace and blessings be upon him):
Women (pilgrims) do not have to shave (their heads); they may only shorten their hair.ليس على النساء حلق، وإنما يقصرن

The head is beauty for them, so they are not allowed to shave it, except if there is a medical condition where doctors see that it must be removed. For illness, this is a separate matter regarding the cause. Otherwise, they are not allowed to shave it out of laxity, or to imitate the disbelievers, or others. No, rather it is obligatory to grow it and take care of it, because of the beauty in it. But if she lightens it—shortens it—there is nothing wrong with that, whether due to its length or its thickness. Yes.
