It is as if you are saying: If this man is in his neighborhood and no one can take his place, and the people need him, then teaching this group is an individual obligation for him. If he leaves, we look at whether there is a dire necessity. If he is in the town, he can come to the mosque where he is, even if it is on the outskirts of the town. If he moves to another town, then if it is out of dire necessity, he owes nothing. For example, if he traveled to seek a livelihood and he does not have what to feed his family, there is no blame on him.
