Your Eminence! Does "will" mean "love" in the saying of Allah the Exalted:
an effecter of what He intends.فَعَّالٌ لِمَا يُرِيدُ
[al-Buruj: 16]?

The scholars said: The will of Allah, Glorified and Exalted is He, is divided into two categories: will in the sense of love,And will in the sense of: and will in the sense of choice.

The first category: Will in the sense of love: this does not occur except in what Allah, Mighty and Majestic, loves.Such as the saying of Allah the Exalted:
Allah wants to accept your repentanceوَاللَّهُ يُرِيدُ أَنْ يَتُوبَ عَلَيْكُمْ
[An-Nisa: 27] Here, "will" means "love," and it does not mean "choice"; for if it meant "choice," Allah would have accepted the repentance of everyone. But it means "love," so He wills that we repent. This is an encouragement for us to repent, because Allah loves those who repent.And the Prophet (peace and blessings be upon him) said: (Allah is more joyful over the repentance of His servant than one of you is over his camel, which carried his food and drink, and he was in a desert land with no one around him. He lost the camel, and it was lost, so he searched for it but did not find it. He lay down under a tree waiting for death. While he was thus, he saw the camel's bridle hanging on the tree, so he took hold of its bridle,And he said: and said: "O Allah, You are my Lord and I am Your servant. I erred out of excessive joy") ,So His saying (Glorified and Exalted is He):
Allah wants to accept your repentanceوَاللَّهُ يُرِيدُ أَنْ يَتُوبَ عَلَيْكُمْ
[An-Nisa: 27] : meaning He loves.

The second category: Will in the sense of choice: this is the cosmic will, meaning choice. This does not pertain only to what He loves, but it occurs in what He loves and in what He does not love.And that is in the sense of: Choice.And among these is this verse:
an effecter of what He intends.فَعَّالٌ لِمَا يُرِيدُ
[Al-Buruj: 16] meaning: for what He wills.As Allah the Exalted said in another verse:
And Allah does what He wills.وَيَفْعَلُ اللَّهُ مَا يَشَاءُ
[Ibrahim: 27] .

And based on that, if someone were to ask us: Did Allah will the sins of people?! meaning: Are the sins, which are among the deeds of people, such as disbelief, open sinfulness, and lewdness, are they willed by Allah? Did Allah will them?! If I say: No, I have erred.

And if I say: Yes, I have erred.

Therefore: It is necessary to specify! We say: As for the cosmic will, He willed them, and nothing in His dominion escapes His will.
And if you mean the legislative will, then Allah did not will that; He did not will for the servants to disbelieve, commit open sins, or be lewd. Rather, He wills for them to be righteous. But His wisdom, Mighty and Majestic, caused people to be divided into believers and disbelievers.
