Allah (Glorified and Exalted is He) has a will;And this will is divided into two categories: a legislative will and a cosmic will.And the difference between them is from two aspects: The first difference is that the cosmic will pertains to creation and formation, whether it is something Allah loves or something He does not love.
As for the legislative will: The legislative will pertains to the Shari'ah and is specific to what Allah loves; Allah does not will legislatively anything but what He loves.
And the second difference: The cosmic will must necessarily be realized, unlike the legislative will. This is evident by example:The Exalted said: [Ar-Ra'd: 11] Allah the Exalted said: [Ar-Ra'd: 11] It must happen, even if it is evil. This is cosmic will.As for the legislative will, as He the Exalted said: [Al-Baqarah: 185] Therefore, it is not possible for Him to will from us what is difficult for us. Rather, if a matter becomes difficult legislatively, it is made easier. Thus, the traveler breaks his fast, and the sick person prays standing. If he cannot, he prays sitting. If he cannot, he prays on his side.
And Allah the Exalted has willed for every person to be a believer and pious, but He willed that legislatively. For this reason, we find that it is sometimes not fulfilled, as some people are neither believers nor pious.
