The questioner says: If there is a person who does not pray and is commanded to pray, is it permissible to sit with him and be his neighbor?The Shaykh: He is commanded to pray but does not pray?The questioner: Yes.
Is he to be sat with and visited?

The Shaykh: The man who never prays, neither in the mosque nor at home, should be advised and warned of Allah. If he reforms, that is what is desired; but if he does not reform, he must be referred to the authorities so that they compel him to pray and seek his repentance. If he repents, well and good; otherwise, he must be killed, for he is an apostate, may Allah protect us from that.
As for dealing with him, he should be boycotted, and one should not invite him to gatherings nor accept his invitations, for he is an apostate.
