Some scholars have stated this,And he said: that the one who pursues dispensations is a heretic; because the one who pursues dispensations does not worship Allah, but rather worships his own desires, and makes the religion a toy in his hand. He asks this scholar, considering him the intermediary between himself and the Shari'ah of Allah, and that what the scholar says is the truth. So if he likes it, it is truth, and if he does not like it, he leaves it and goes to another to give him a ruling that is easier. And if he gives him a ruling that is easier and it is not permissible for him either, he goes to a third, fourth, and fifth,until one comes who gives him a ruling and says: intoxicants are lawful,And he said: this scholar, this is from the perspective of the speech of some scholars,And they said: this is following of desires, and there is no doubt that it is following of desires, but for it to reach the level of heresy, there is consideration.

Therefore, the correct thing is to say: Whoever pursues dispensations commits open sinfulness,Meaning: he becomes an open sinner, and it is obligatory for the person not to play with the religion of Allah. If he asks a scholar in whom he trusts his knowledge and his trustworthiness, and that what he says is the Shari'ah, it is obligatory for him to adhere to it,The scholars said: and it is not permissible for him to ask others.
